Francis was born at Hanham, the son of a bootmaker and the eldest child of seven children with three brothers and three sisters.

Francis enlisted initially with the Gloucestershire Yeomanry (3569) later transferring to the Corps of Hussars with whom he fought in the Egyptian Theatre of war against the Turks. The Egyptian Expeditionary Force captured the city of Jerusalem on the 8th December 1917 and despite further intermittent fighting, it remained in allied hands until the end of the war. Francis was killed in action five months after the capture but his body was never found. The Jerusalem Memorial where he is remembered, commemorates 3,300 Commonwealth servicemen who died during the First World War in operations in Egypt or Palestine and who have no known grave.
