Francis was born in Gloucester, the son of a stone merchant and the eldest of 6 brothers and sisters. He initially lived at home and worked as a stone mason then later became involved in politics. He married Annie Emma Gurney of Downend in 1909 and had a son who became an aeronautical engineer. He served in France in the RASC and was evacuated from Normandy. He later transferred from the army into the air force in 1939 and was appointed as a Class F reservist. He died in Queen Alexandra Hospital Cosham Portsmouth from post-operative complications.
