Thomas was born in Kingswood, the son of a leather cutter and the youngest child of five with an older sister and 3 older brothers. The 1901 census states that Thomas' father was a widower, which suggests his mother may have died at or soon after Thomas' birth.

Thomas was stationed at the shore-based training establishment ‘Impregnable’ at Devonport Plymouth. He was admitted to Plymouth Royal Naval Hospital where he died from meningitis.
