Leonard was born in Mangotsfield, the son of a coal miner and the youngest child of five with two brothers and two sisters. In 1891 Leonard was working as a shoemaker and in 1901 as a general labourer.

Leonard's battalion (the 12th Battalion, Duke of Cornwall's Light Infantry) was formed at Plymouth in April 1916 then deployed to France as Army Troops Fourth Army. In April 1917 it became the 156th & 157th Labour Companies of the Labour Corps. At the time of his death, Leonard was stationed on the Home Front and he died at Crownhill Fort, Eggbuckland Devon from a heart rupture.
