{"id":21943,"date":"2019-06-21T12:52:00","date_gmt":"2019-06-21T11:52:00","guid":{"rendered":"http:\/\/sites.southglos.gov.uk\/newsroom\/?p=21943"},"modified":"2019-06-21T12:52:00","modified_gmt":"2019-06-21T11:52:00","slug":"bristol-man-prosecuted-following-fly-tip-in-south-gloucestershire-2","status":"publish","type":"post","link":"https:\/\/sites.southglos.gov.uk\/newsroom\/community\/bristol-man-prosecuted-following-fly-tip-in-south-gloucestershire-2\/","title":{"rendered":"Bristol man prosecuted following fly-tip in South Gloucestershire"},"content":{"rendered":"<p>A Bristol man has been ordered to pay nearly \u00a31000 after being prosecuted for waste related offences following an incident of fly-tipping at Ableton Lane, Severn Beach, South Gloucestershire.<\/p>\n<p>Karl Edwards, 23 of Failand Walk, Sea Mills was prosecuted by South Gloucestershire Council\u2019s environmental protection team after the fly-tip of used paint equipment, carpet, underlay, furniture, electrical items, polystyrene and general household waste took place between 23 December 2018 and 5 January 2019.<\/p>\n<p>Documentation left at the scene was traced to a householder in Lawrence Weston, Bristol who had paid Edwards \u00a380 to remove her waste.<\/p>\n<p>When Edwards was interviewed under caution he stated he was helping out a friend and had left it on his driveway when two men called a few days later offering to take it away.<\/p>\n<p>He said he paid \u00a360 for them to remove it but did not ask for their details, or record anything about them or their vehicle.<\/p>\n<p>Edwards pleaded guilty of failing in his duty of care for the secure transfer of household waste at Bristol Magistrates Court on 19 June and was fined \u00a3415, \u00a3400 costs, a victim surcharge of \u00a341, plus the clear up costs of \u00a3141.<\/p>\n<p>South Gloucestershire Council\u2019s Cabinet Member for Communities, Cllr Rachael Hunt said: \u201cFly-tipping is completely unacceptable and we will be relentless in our attempts to identify and prosecute individuals who break the law in this manner.<\/p>\n<p>\u201cOur zero-tolerance approach to fly-tipping in South Gloucestershire means that anyone who fly-tips here is up to five times more likely to be prosecuted than anywhere else in the country. We want people to realise that fly-tipping really isn\u2019t worth the risk and to dispose of their waste in a responsible manner.<\/p>\n<p>\u201cI encourage anyone who has information in relation to instances of fly-tipping in South Gloucestershire to get in touch with our Envirocrime team who will investigate the matter further.\u201d<\/p>\n<p>Rather than directly issuing fly-tipping Fixed Penalty Notices, which is one tool that can be used by local authorities in some circumstances to combat fly-tipping, South Gloucestershire Council adopts a different approach to tackle the problem. Our environmental protection team co-ordinates education and enforcement action, gathering evidence to pursue offenders through the courts.<\/p>\n<p>Statistics show that anyone fly-tipping in South Gloucestershire is five times more likely* to be successfully prosecuted than anywhere else in the country and our award winning Envirocrime team have a 100 per cent record of securing successful prosecutions for this type of offence.<\/p>\n<p>Residents and businesses are advised to only give their rubbish to an Environment Agency registered waste carrier.<\/p>\n<p>Contractors should ensure that they hold a Registered Waste Carriers Licence and they comply with the Waste Transfer Note requirements.<\/p>\n<p>You can carry out these simple steps to make sure your waste is disposed of legally:<\/p>\n<ul>\n<li>Ask for a copy of the company\u2019s waste carrier registration certificate and ask where the waste is being taken. Legitimate firms will be happy to provide this information.<\/li>\n<li>Do not be tempted to use people offering cheap waste clearance on sites such as Facebook and Gumtree unless you have confirmed that they are registered with the Environment Agency<\/li>\n<li>Check whether the waste carrier is registered by calling the Environment Agency on 08708 506506 or by checking on their website <a href=\"https:\/\/environment.data.gov.uk\/public-register\/view\/search-waste-carriers-brokers\">https:\/\/environment.data.gov.uk\/public-register\/view\/search-waste-carriers-brokers<\/a><\/li>\n<li>Ask for a registered trading address and contact telephone number for the trader and get a receipt.<\/li>\n<li>Unwanted goods and household or garden waste can all be disposed of at no cost via the council\u2019s Sort It centres.<\/li>\n<\/ul>\n<p>Residents who see illegal fly-tipping are encouraged to report it by using our web form at <a href=\"https:\/\/environment.data.gov.uk\/public-register\/view\/search-waste-carriers-brokers\">www.southglos.gov.uk\/flytipping<\/a>\u00a0 or emailing <a href=\"mailto:streetcare@southglos.gov.uk\">streetcare@southglos.gov.uk<\/a> or contacting the Street Care helpdesk on 01454 868000.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A Bristol man has been ordered to pay nearly \u00a31000 after being prosecuted for waste related offences following an incident of fly-tipping at Ableton Lane, Severn Beach, South Gloucestershire.
