{"id":26250,"date":"2026-05-28T15:11:58","date_gmt":"2026-05-28T14:11:58","guid":{"rendered":"https:\/\/sites.southglos.gov.uk\/newsroom\/?p=26250"},"modified":"2026-05-28T15:11:58","modified_gmt":"2026-05-28T14:11:58","slug":"landlord-fined-17500-for-failing-to-improve-unsafe-rental-property","status":"publish","type":"post","link":"https:\/\/sites.southglos.gov.uk\/newsroom\/housing\/landlord-fined-17500-for-failing-to-improve-unsafe-rental-property\/","title":{"rendered":"Landlord fined \u00a317,500 for failing to improve unsafe rental property"},"content":{"rendered":"<p>South Gloucestershire Council\u2019s Private Sector Housing Team has issued a Civil Penalty Notice (CPN) to a Filton landlord, ordering him to pay \u00a317,500 for failing to comply with a statutory Improvement Notice at a property on Hunters Way in Filton.<\/p>\n<p>The Improvement Notice was served on 16 September 2025 after the council identified serious hazards at the property. Due to a history of previous complaints relating to the same address, the council took direct enforcement action rather than pursuing informal measures.<\/p>\n<p>The notice required the landlord to complete essential works within two months to address a range of hazards, including:<\/p>\n<ul>\n<li>Excess cold<\/li>\n<li>Poor domestic hygiene and refuse<\/li>\n<li>Risk of falls on stairs<\/li>\n<li>Electrical hazards<\/li>\n<li>Structural collapse.<\/li>\n<\/ul>\n<p>Three of these were classified as Category 1 hazards &#8211; the most serious under the Housing Health and Safety Rating System &#8211; and two were Category 2 hazards.<\/p>\n<p>Despite the severity of the issues and the clear timeframe for compliance, the landlord failed to make any contact with the council or carry out the required works during the compliance period, so the council progressed the CPN.<\/p>\n<p>The council\u2019s HomeChoice team is working with the affected tenants to support them in securing alternative accommodation.<\/p>\n<p>Councillor Sean Rhodes, cabinet member responsible for environmental enforcement at South Gloucestershire Council, said:<\/p>\n<p>\u201cWe are committed to supporting tenants living in poor housing conditions and improving standards across the private rented sector. Landlords have a legal duty to ensure their properties are safe, and where they fail to do so, we will not hesitate to use the full range of enforcement powers available to us, particularly where there is a history of non-compliance and tenants\u2019 health and wellbeing are at risk.\u201d<\/p>\n<p>This Civil Penalty Notice reflects the robust penalties landlords can expect under strengthened powers introduced through the Renters\u2019 Rights Act.
