Arthur was born in Bedminster, Bristol, the son of a company secretary and the eldest of six children with three brothers and two sisters.

Arthur enlisted in September 1915 initially with the 1st Honourable Artillery Company (4344) and in February 1916 was posted overseas. He transferred to the 2nd Battalion, (Duke of Edinburgh's) Wiltshire Regiment in December 1916 and was promoted to the rank of 2nd Lieutenant. Arthur fought with the British Expeditionary Force in the pursuit of the German Retreat to the Hindenburg Line and died during the First Battle Of The Scarpe which was one of the Battles Of Arras (09/04/1917 -16/05/1917) which was an uncertain British Victory at a cost of 150,000 casualties. After the armistice, Arthur’s body was exhumed from the battlefield and reburied in its current location.
