Arthur was born in Kingswood, the son of a bootmaker with a younger sister Gwendoline. Arthur married Bernice at Bideford Devon in 1943 just six months before he died in a Road Traffic Accident. Arthur suffered fatal injuries when the motorcycle he was riding in Bideford crashed into two American Army vehicles, one being towed by the other across his path.
