Clifford was born at Oldland Common, the only son of a bootmaker. In 1898 his younger sister was born after the family had moved to Rushden.

Clifford enlisted on 9th September 1914, when he was recorded as being 5' 9" tall, 8 stones 12 pounds in weight and in fair physical condition, with brown hair, grey eyes and a fresh complexion. Clifford's battalion (the 7th, Northamptonshire Regiment) was mobilised to France on 28th August 1915 and their first engagement was the Battle of Loos (25 September – 8 October 1915) which was a German victory at a cost to the allies of 59,000 casualties. Clifford was listed as missing on the third day of the battle just four weeks after arriving in France. He was later presumed killed in action, but his body was never found. The Loos Memorial where he is remembered, commemorates over 20,000 officers and men who have no known grave and who fell in an area near the River Lys between September 1915 and the end of the war.
