Francis was born in Easton Bristol, the son and eldest child of a mechanical engineer. Francis married Eva Bunford the daughter of a brass worker in 1934 and together they had two children John and Anne.

Francis died of injuries resulting from an accident during the Battle for Monte Cassino (17 January – 18 May 1944). There was much bitter fighting during this battle and it was ultimately a victory for the allies at a cost of 55,000 casualties. Francis died near Campo Basso in Southern Italy and was initially buried in the Military Cemetery there. His remains were transferred to Cassino Cemetery after the war.
