Frank was born at Oldland, the son of a farm carter and a middle child of eight children with five sisters and two brothers.

Frank mobilised to France with his battalion (the 13th) in March 1916 where they fought in various actions on the Western Front including the Battles of the Somme. In 1917 they fought in the Battles of Ypres and Frank was killed in action in the Battle of the Menin Road Ridge (20 Sep 1917 – 26 Sep 1917). The battle was fought in the Ypres Salient and was a British victory but at a cost of over 20,000 casualties.
