Herbert was born in Bitton the son of an accountant and the youngest child of four with an older sister and two older brothers.

Herbert served with the 15th (1/15) Battalion, London Regiment (Prince of Wales' Own Civil Service Rifles) posted to 17th Battalion King's Royal Rifle Corps. Herbert’s battalion mobilised to France in March of 1915 and over the next two years engaged in various actions on the Western Front including the Battle of Loos in 1915, the Battles of the Somme in 1916 and the Battle of Messines in 1917. Herbert was killed in action during the Battle of Passchendaele which lasted from 31st July to 10th November 1917 and resulted in combined casualties estimated to be around 800,000 for both allies and Germans.
