Herbert was born in Kingswood, the son of a bootmaker and the eldest of three brothers.
Herbert enlisted in the Gloucestershire Regiment as a private and was later promoted to Lance Sergeant. His battalion (the 1st/6th) mobilised to Italy in December 1917 where they fought in The Battle of the Piave River (15–23 June 1918). Herbert was killed in action on the first day of this offensive when the Austrians attacked the frontline on the 15th June in the Battle of Asiago. The Austrians penetrated the line by a kilometre but the ground was retaken the following day and Herbert was killed during this action.
