Herbert was born in Kingswood, the son of a labourer and the second youngest child of eight with two sisters, a half-sister and four brothers, two of whom died in childhood. His youngest brother Gilbert died a year after Herbert, also in the service of his country. Herbert married Maud Melinda Hook, a machinist in 1912 and the following year they had a daughter, Violet, who was aged just two at the time of Herbert's death. Maud's son, George, who was born in 1910 was then aged 5.

George's battalion (the 1st Battalion, Gloucestershire Regiment) mobilised to France in August 1914 and fought in various actions on the Western Front including The Battle and Retreat from Mons and The Battle of Ypres. Herbert was injured during The Battle of Loos (25 Sep 1915 – 28 Sep 1915) which was a German victory at a cost to the British of 59,000 casualties. On 28/9/1915 Herbert was admitted to the 4th Stationary Hospital at Arques, France with gunshot wounds to his left shoulder. He was subsequently transferred back to England and died from his wounds in Gravesend Hospital, Kent, four months later.
