Frank was born and raised in Mangotsfield, the son of a market gardener and the youngest child of seven with four sisters and two brothers. Frank volunteered for the Canadian Machine Gun Corps in November 1914 in Calgary Canada when he was just 15 years old giving his birth year as 1892. He served with the Canadian Expeditionary Force in France and Belgium.
Frank was listed as wounded in August 1917, possibly sustaining his wounds during the Battle of Hill 70 in the Pas De Calais France where poison gas was used. He died just before his 19th birthday and his death being registered in Bristol.
