Percy was the son of a driver, he had an older sister and was the eldest of 4 brothers. A driver himself with the RASC and the British Expeditionary Force in France, it is likely that he died in the Battle of Arras in a counter-attack on German forces codenamed Frankforce. The attack aimed to stop Rommel’s advancing army but the offensive was a failure as the battalions were significantly outnumbered and the allies sustained heavy losses. However, it did enable other troops to evacuate at Dunkirk.
He married Lena Kathleen Biggs (nee Cook) in 1938 and they had a child.
