Robert was born in Bedminster Bristol, the son of a general labourer and the youngest of five children with three sisters and a brother. After leaving school, he worked as a warehouse man before enlisting in the Navy in 1919 when he was just 18 years old. At the time, he was described as 5'2" tall with auburn hair, brown eyes and a fresh complexion. Robert married Frances Georgina Price in Devonport in 1926 and in 1939 the family home was in Kingswood. By the time he was killed, Robert had served in the Navy for over 21 years. On the day of his death, Robert's ship, H.M.S. Diamond, a British Royal Navy destroyer, was assisting with the evacuation of British and Commonwealth troops from Greece when she was bombed and sunk by Luftwaffe aircraft with the loss of 166 crew including Robert.
