Victor was born in Bitton, the son of a paper factory labourer and the eldest of two brothers. He married Lily Macey in March 1929.
At 02.13 hours on 10 April 1940 the German U-boat U-4 sighted Thistle recharging its batteries off the coast of Norway and fired a torpedo from 400 meters but missed. It then fired a second torpedo from 250 meters and scored a direct hit, blowing up and sinking the Thistle. Victor lost his life along with the rest of the crew as there were no survivors.
