William was born in Pontypridd in Glamorgan.

On the day of his death William was serving aboard the French Motor Vessel the Francois Tixier. He died in Ballyhalbert Bay just off the Northern Irish Coast near Belfast. His army records say that he was not killed in action but the cause of his death is unknown.
