‘Skilled and committed’ South Gloucestershire Youth Justice Services rated ‘Good’ by HM Inspectorate of Probation

South Gloucestershire’s Youth Justice Services (YJS) received an overall rating of ‘Good’ following an inspection of work with children and victims by His Majesty’s Inspectorate of Probation (HMIP) in September 2025.

This is the council’s first inspection carried out under a newer inspection framework that was introduced in late 2024. The overall rating was ‘Good’, with ‘Good’ ratings also given to the service’s work with children in assessing and planning, and an ‘Outstanding’ rating given for implementation and delivery. A rating of ‘Requires Improvement’ was given for the service’s work with victims, however this is a new area of work and inspectors noted that improvement plans are already in place, and the service is committed to addressing these areas swiftly and effectively.

The review focused on how effectively the council’s YJS multi-disciplinary team, supported by a multi-agency board, work together to make a positive difference for children and young people. Inspectors praised the service’s strong leadership, committed staff, and effective partnership working.

The proactive identification of neurodiversity needs and the tailored responses provided were noted as strengths, reflecting an inclusive approach to service delivery. Inspectors also commended the meaningful participation of children and families, with children’s voices actively influencing decisions and shaping services across the YJS and its partners. These practices demonstrate a commitment to child-centred approaches and continuous improvement in meeting diverse needs.

The team provide a vital role and their commitment to supporting young people and reducing reoffending makes a real difference in our communities.

“The inspection process helps us to understand our strengths and identify areas for improvement. We will continue to build on these strengths and are already working to address the areas for improvement identified in the report.”

The YJS will be submitting an improvement plan to HMIP, which will be monitored through the quarterly meetings of the South Gloucestershire Youth Justice Partnership Board to address the areas identified as needing strengthening.
