Frank was born in Orpington, Kent, the youngest of two children with an older sister Edith. In 1891 when he was 5 years old his mother was widowed and keeping a lodging house in Orpington.

Frank worked as a butcher's boy up until the age of 18, then in 1904 he enlisted in the Royal Navy for an initial term of 12 years. He was described as 5' 6" in height with black hair brown eyes and a dark complexion. Frank served on a number of ships throughout his service, which included the war years, before being posted to the shore-based establishment "Victory" at Portsmouth in July 1918. When he was home on leave, Frank lived with his sister in Kingswood, where he died in March 1919 from pulmonary tuberculosis.
