Herbert was born in Mangotsfield the son of a bootmaker. He had a younger sister and two older half-sisters and an older half-brother from his mother's previous marriage. Herbert married Rose Smart, a silver polisher, in July 1911 and two months later a son, also named Herbert Howard was born. Herbert junior was aged just 6 years old when his father died.

Herbert was posted to the Middle East and died at sea on board ship, from gastroenteritis. The Basra Memorial where Herbert is remembered, commemorates more than 40,500 members of the Commonwealth forces who died in the operations in Mesopotamia from the Autumn of 1914 to the end of August 1921 and whose graves are not known.
