Herbert was born in St George in Bristol, the eldest son of a mason and one of eight children with a younger brother and six younger sisters. Herbert married Emma Hopes in Kingswood Holy Trinity Church in 1908 and together they had three children. The older two children were girls and all three were under the age of seven at the time of Herbert's death.

Herbert served with the 66th Field Company, Royal Engineers.

Herbert’s company took part in amphibious landings in Suvla Bay on the Gallipoli peninsular and fought against the Turks and the Ottaman Empire in the Battles of Suvla (6th – 15th August). The landings and subsequent battles were chaotic and disorganised, principally down to the commander who was an elderly incompetent British general who was later dismissed. The resulting number of allied casualties at 21,000, was catastrophically high and included Herbert who was one of the wounded. Herbert died of his wounds at sea whilst being transported back home.
