Percy was born in Yate, the son of a bootmaker and the second eldest of ten children with six brothers and three sisters. He married Martha Thompson towards the end of 1912 and together they had several children.

Percy served with the 15th Battalion, Royal Warwickshire Regiment who were mobilised to France in November of 1915 and took part in the Battles of the Somme in 1916. Percy's Regiment were later attached to the Canadian Corps and Percy died from wounds on the fourth day of the Battle of Vimy Ridge which was one of the Battles of Arras. It was a victory for the allies with a cost of 10,600 allied casualties. The cemetery where Percy is buried was used for burials by the 6th Casualty Clearing Station.
